어젯밤 열린 앵커리지 시의회 회의에 서 라프란스(Suzanne LaFrance) 행정부 가 발의한 3건의 주택 개혁 조례가 통 과되었습니다. 이는 라프란스 시장이 추 진하는 ‘10년간 1만 가구 공급 전략 (10,000 Homes in Ten Years)’의 일환 으로, 앵커리지 전역에 더 많은 주택이 지어질 수 있도록 지원하기 위해 마련된 조치들입니다.

항소 남용 방지 조례

시민들이 자신에게 영향을 미치는 결정 에 대해 정당하게 항소할 수 있는 권리 는 보호하면서, 주택 건설을 단순히 막 기 위해 항소 절차를 악용하는 것을 방 지하는 조례입니다. 라프란스 시장과 자 레텔(Zaletel) 시의회 부의장이 공동 발의 했습니다.
이번에 통과된 세 가지 조치는 모두 라 프란스 시장의 ‘10년간 1만 가구 공급 전략’에 포함된 주요 과제로, 앵커리 지 시내에 주택 공급을 원활히 하기 위 한 것입니다. 이 전략은 ▲불필요한 규 제 완화, ▲건설 및 수리 장려, ▲허가 및 승인 절차 간소화, ▲방치된 부동산

문제 해결 등 네 가지 범주로 구성되어 있습니다.
라프란스 시장은 “주택 건설을 저해하 는 모든 문제를 식별하고 고쳐나가고 있 습니다,”라며, “토지 이용 장벽을 개 혁하고 다세대 주택 건설이 경제적으로 가능하도록 하는 등의 조치가 바로 지 역사회의 주택 수요 충족에 도움이 될 것”이라고 밝혔습니다.

Three pieces of housing reform sponsored by the LaFrance administration passed at last night’s Assembly meeting. As part of Mayor Suzanne LaFrance’s 10,000 Homes in Ten Years strategy, the three measures are tailored to help get housing built across the Municipality.

Tax break to build multi-family housing. This ordinance establishes a property tax break so that the cost of building multi-family housing in Anchorage isn’t more than the property itself is worth. Co-sponsored by Mayor LaFrance and Assembly Members Brawley, Martinez, and Rivera.

Rezoning reform. Streamlining our processes will help us fix long-standing issues that prevent more housing from being built as intended. Sponsored by Mayor LaFrance

Preventing misuse of appeals. This ordinance preserves citizens’ rights to appeal decisions that affect them, but ensures others can’t abuse the appeals process just to block housing. Co-sponsored by Mayor LaFrance and Assembly Vice-Chair Zaletel. Each change represents an item from the Mayor’s 10,000 Homes in 10 Years strategy, to make it easier to build more housing in the Municipality of Anchorage. The strategy’s four categories include actions to cut red tape, encourage construction and repair, streamline permitting and approval processes, and deal with abandoned and neglected properties.

“We’re fixing every issue we can identify to help more housing get built,” said Mayor LaFrance. “From reforming land use barriers to making multi-family housing pencil out, these changes will immediately start helping our community meet its needs.”
