앵커리지 – 수잔 라프랑스(Suzanne LaFrance) 앵커리지 시장은 오늘 공공 소통과 보육·유아교육 분야의 리더십 강화를 위해 두 명의 핵심 행정 책임자 를 임명했다고 발표했다.

노라 모스(Nora Morse)는 오는 1월 20일 부터 앵커리지 시 행정부의 커뮤니케이 션 디렉터로 합류한다. 모스는 알래스카 에서 11년 이상 공공 커뮤니케이션, 선 거 캠페인 운영, 정부 대외 업무 분야에 서 경험을 쌓아온 전문가다. 최근까지는 NEA-알래스카(NEA-Alaska)의 커뮤니 케이션 디렉터로 재직했다.

이번 임명은 모스에게 앵커리지 시로의 복귀를 의미한다. 그는 과거 에단 버코 위츠(Ethan Berkowitz) 전 시장 시절 언 론 보좌관으로 근무했으며, 앵커리지 경 찰국(APD)에서는 부커뮤니케이션 디렉 터를 역임한 바 있다.

또한 크리스티나 헐퀴스트(Christina Hulquist)는 앵커리지 보육 및 유아교 육 기금(ACCEE Fund)의 신임 사무총장 (Executive Director)으로 임명됐다. 헐퀴 스트는 지난해 12월 29일부터 해당 직 무를 시작했으며, 정부 행정, 프로그램 개발, 직접적인 보육 서비스 운영을 포 함해 20년 이상 유아교육 시스템 전반 에서 풍부한 경험을 보유하고 있다. 그 는 협력 중심의 리더십과 주 전반에 걸 친 유아교육 전략에 대한 깊은 이해, 그 리고 복잡한 정책 및 사업을 이끌어가는 역량으로 높은 평가를 받고 있다.

헐퀴스트는 오는 4월까지 임시 사무총 장직을 유지하는 오스틴 퀸-데이비드 슨(Austin Quinn-Davidson)과 함께 근 무하며, 기금 운영의 원활한 리더십 이 양을 도울 예정이다. 퀸-데이비드슨은 ACCEE 기금 설립과 초기 운영을 이끄 는 데 핵심적인 역할을 해왔다.

라프랑스 시장은 “노라와 크리스티나 를 팀에 맞이하게 되어 매우 자랑스럽 다”며 “두 사람이 쌓아온 수십 년의 경험과 앵커리지에 대한 헌신은 우리 공 동체를 한 단계 더 발전시키는 데 큰 힘 이 될 것”이라고 밝혔다. 이어 “ACCEE 기금을 성공적으로 출범시키는 데 결정적인 역할을 한 오스틴 퀸-데이비 드슨에게도 깊은 감사를 전한다”고 덧 붙였다.

ACCEE 기금은 2023년 주민 투표를 통 해 승인됐으며, 앵커리지 시의 대마초 세수(cannabis tax)를 지역 보육 및 유아 교육 지원에 사용하도록 지정한 제도다.

해당 기금은 매년 약 500만 달러를 지 원해 유아교육과 보육 서비스 접근성을 확대하는 데 활용되고 있다.

9명으로 구성된 ACCEE 기금 이사회는 시장과 시의회에 자문 역할을 하며, 매 년 예산안을 제안한다. 기금 운영 규정 에 따라 사무총장은 이사회가 시장과 협 의해 임명하도록 되어 있다.

Mayor Suzanne LaFrance today announced the appointments of two key executives, strengthening the Municipality of Anchorage’s leadership in public communications and child care and early education initiatives.

Nora Morse will join the administration as Communications Director starting Jan. 20. Morse brings to the position more than 11 years of experience in public communications, campaign management, and government affairs in Alaska. Most recently, Morse served as Communications Director for NEAAlaska.

Her appointment marks a return to the Municipality, where she previously served as a Press Assistant to former Mayor Ethan Berkowitz and as Deputy Communications Director for the Anchorage Police Department.

Christina Hulquist has been appointed Executive Director of the Anchorage Child Care and Early Education (ACCEE) Fund. Hulquist, who began in the role on Dec. 29, has more than two decades of experience in early childhood systems, including government administration, program development, and direct child care operations. She is recognized for her collaborative leadership, deep knowledge of statewide early childhood strategy, and ability to guide complex initiatives.

Hulquist will work alongside Interim Executive Director Austin Quinn-Davidson, who is continuing through April to ensure a seamless leadership transition for the fund. Quinn-Davidson played a key role in establishing the ACCEE Fund and guiding its early implementation.

“I am proud to welcome Nora and Christina to the team. Their combined decades of experience and dedication to Anchorage will help us move our community forward,” said Mayor LaFrance. “I also want to thank Austin Quinn-Davidson for her instrumental efforts in getting the ACCEE Fund off the ground.”

The ACCEE Fund was approved by voters in 2023, dedicating the Municipality’s cannabis tax dollars to local child care solutions. This fund provides about $5 million each year to support early childhood education and child care access.

The nine-member ACCEE Fund Board advises the Mayor and Assembly and presents an annual proposed budget. Per the fund’s charter, the Executive Director is appointed by the Board in consultation with the Mayor.
