오늘, 수잔 라프랑스(Suzanne LaFrance) 앵커리지 시장은 서부 알래스카를 강타 한 태풍 ‘할롱(Halong)’으로 인한 주( 州) 비상 대응을 지원하기 위해 긴급 비 상선언문(Emergency Proclamation)에 서 명했다. 이번 태풍은 전례 없는 홍수를 일으켜 막대한 재산 피해를 초래하고 수 천 명의 알래스카 주민들이 집을 잃는 참사를 낳았다.

2025년 10월 15일, 앵커리지 시는 토 지와 주택, 기반 시설의 광범위한 파괴 로 인해 여러 마을의 주민들과 주 정부 가 더 이상 해당 지역에서 거주할 수 없 다고 판단했으며, 주민들의 생명과 안전 을 보호하기 위해 전 마을 단위의 대규 모 피난을 앵커리지로 실시했다는 보고 를 받았다.

지난 며칠 동안 앵커리지시는 서부 알래 스카에서 온 수백 명의 피난민들을 맞이 했다. 시는 주 정부, 부족 보건 지도자들, 앵커리지 알래스카대학교(UAA), 알래스 카 커뮤니티 재단, 주방위군, 적십자사 등 여러 기관 및 단체와 협력하여 피난 민들이 안전하게 도착할 수 있도록 총력 을 다했다. 그러나 여전히 집을 떠나 전 례 없는 위기 상황에 처한 수백 명의 알 래스카 주민들의 필요를 충족하기 위한 많은 과제가 남아 있다.

이번 비상조치는 앵커리지시에 필요한 자원과 지원을 신속하게 동원할 수 있 는 권한을 부여한다. 이 긴급선언을 통 해 시는 알래스카 주로부터 2025년 서 부 알래스카 폭풍 피해 및 이재민 지원 에 필요한 공공 안전 및 보건 관련 자금. 서비스, 기능, 장비, 물품 등의 지원을 공 식적으로 요청할 수 있게 된다.

시의회 회의가 끝난 직후, 라프랑스 시 장과 지역 지도자들은 기자회견을 열어 이번 대응 상황에 대한 질의응답을 진 행하고, 시민들이 어떻게 지원에 동참할 수 있는지를 알릴 예정이다.

Today, Mayor Suzanne LaFrance has signed an emergency proclamation to help support the state’s ongoing emergency response to Typhoon Halong in Western Alaska, which brought unprecedented flooding that destroyed large amounts of property and displaced thousands of our fellow Alaskans from their homes.

On October 15, 2025, the Municipality learned that, given the degree of widespread destruction to the land, homes, and infrastructure, the State and residents of multiple villages determined their communities are no longer habitable and coordinated the mass evacuation of entire communities to Anchorage in order to provide vital and lifesaving assistance.

The Municipality and its partners have welcomed hundreds of evacuees from Western Alaska in the past few days. Working with our partners including the state, tribal health leaders, UAA, Alaska Community Foundation, National Guard, Red Cross, and many others, an amazing amount of work has gone into helping people arrive safely. Much work remains to meet the needs of hundreds of Alaskans navigating an unprecedented crisis far from home. Advancing emergency measures gives the Municipality the authority needed to muster resources and support. This emergency declaration will authorize the Municipality to request assistance from the State of Alaska for the provision of any funds, services, functions, supplies or materials determined by the Office of Emergency Management to be necessary to meet public safety and health needs arising from or incidental to the 2025 Western Alaska Storm Displacement.

Directly following the Assembly meeting, the Mayor and community leaders will be holding a press availability to answer questions and share information with the public about how to support the response.
