수잔 라프랑스(Suzanne LaFrance) 앵커 리지 시장은 모든 주민이 공공장소를 안 전하고 편리하게 이용할 수 있도록 돕 기 위한 새로운 조례안을 발표했다. 이 조례안은 잭 존슨(Zac Johnson) 시의원 과 카메론 페레즈-베르디아(Kameron Perez-Verdia) 시의원이 라프랑스 시장 과 함께 공동 발의했다.

해당 조례안은 화요일 열린 시의회(Assembly) 회의에서 처음 소개됐으며, 공 공장소에서 항상 위험하거나 부적절한 특정 행위에 대해 법 집행기관이 개입할 수 있도록 하는 내용을 담고 있다.

조례안에 따르면 공공장소에서의 성적 행위 및 음란 노출, 공공장소 이용을 방 해하는 만취 상태 또는 위협적인 행동 등이 금지된다. 현재 앵커리지 경찰국 (APD)은 이러한 문제와 관련된 신고를 정기적으로 받고 있지만, 현행 시 조례 에는 해당 행위들이 명확히 금지되어 있 지 않아 대응에 한계가 있었다. 이번 조 례안은 이러한 공백을 보완해, 필요 시 법 집행기관이 개입하고 적절한 조치를 취할 수 있도록 한다.

또한 조례 시행을 통해 공공장소에서 위 기 상황에 놓인 개인들과 응급 대응 인력 간의 접촉이 늘어나게 되며, 이를 통 해 보호소, 치료 및 회복 서비스로 연계 할 기회도 확대될 전망이다.

라프랑스 시장은 “우리의 공원, 산책 로, 보도는 모두의 것입니다. 공공장소 는 누구나 안전하게 이용할 수 있어야 합니다”라며 “이번 상식적인 조례 개 정은 위험하고 부적절한 행동을 중단시 키는 동시에, 위기에 처한 사람들이 필 요한 도움을 받을 수 있도록 연결하는 수단이 될 것”이라고 말했다.

시의회가 조례안을 승인할 경우, 시 조 례집 제8편(Title 8)이 개정되어 다음과 같은 행위가 금지된다.

공공 음란 행위(Public Indecency): 공공 장소에서 성기를 노출하거나 성적 행위 를 하는 경우

위협적 행동(Threatening Behavior): 타 인의 공공장소 이용을 방해하는 위협 적·위압적 행위

신체적 괴롭힘(Physical Harassment): 동 의 없이 타인에게 침을 뱉거나 체액을 접촉하는 행위

공공장소 만취(Public Intoxication): 보도, 학교 부지, 공원 등에서 만취 상태로 공 공 이용을 방해하거나, 안전한 이동 제 안을 거부한 이후에도 해당 상태를 지속 하는 경우

행정부는 이번 조례를 일부 고위험 지 역에서의 노숙 캠핑 단속과 유사한 집 행 방식으로 시행할 계획이다. 앵커리지 경찰국 자료에 따르면, 2025년 8월부터 12월까지 유사한 방식의 집행을 통해 340명이 자발적으로 법을 준수했으며, 29명은 보호소 및 의료 치료 등 지원 서 비스를 수용한 것으로 나타났다.

라프랑스 시장은 “이번 조례는 책임성 과 지원을 동시에 제공하는 데 목적이 있다”며 “우리는 법을 단호하면서도 인도적으로 집행해, 경찰과 위기 대응팀 이 행동 건강 치료와 지원이 필요한 사 람들에게 다가갈 수 있도록 할 것”이 라고 강조했다.

이번 조례는 라프랑스 시장의 공공안 전 전략(Public Safety Strategy)의 일환 으로, 다음과 같은 정책 방향을 포함하 고 있다.

위기 대응 치료 접근성 확대 및 모바일 위기 대응팀·모바일 개입팀 확충 경찰 인력 증원을 통한 단속 강화(공석 중인 정규 경찰관 충원 및 커뮤니티 서 비스 오피서 추가)

인력이 완비된 시 검찰청을 통한 범죄 엄정 기소

행동 건강 치료 및 전환 주거시설 접근 성 확대 집행과 책임 강화를 위한 조례 개정. 이번 조례안은 앵커리지의 공공안 전과 공공장소 질서 회복을 위한 핵심 정책으로, 시의회의 최종 승인 여부에 관심이 모아지고 있다.

Mayor Suzanne LaFrance announced a new ordinance to help ensure Anchorage’s public spaces are safe and accessible for all residents. Assembly members Zac Johnson and Kameron Perez-Verdia are cosponsoring the measure alongside Mayor LaFrance.

The proposal, which was introduced during Tuesday’s Assembly meeting, will allow law enforcement to address certain behaviors that are always unsafe or inappropriate in public areas. As proposed, the ordinance would prohibit specific conduct, including sexual activity and indecent exposure, and public intoxication or threatening behavior that prevents others from using a communal space. Currently, the Anchorage Police Department regularly receives calls about these issues, but these behaviors are not clearly prohibited under the existing Municipal Code. This proposal fixes those gaps, giving law enforcement the authority to intervene and provide consequences when necessary.

Additionally, enforcement of the ordinance would increase interactions between first responders and individuals experiencing crises in public spaces. This will provide more opportunities to connect individuals with shelter, treat- ment and recovery services.

“Our parks, trails, and sidewalks belong to everyone. Public spaces should be safe for everyone to use,” said Mayor Suzanne LaFrance.

“These common-sense code changes will give us a way to stop unsafe and inappropriate behavior while continuing to connect people in crisis with the help they need.”

If approved by the Anchorage Assembly, the measure will update Title 8 of Municipal Code to prohibit the following behaviors: Public Indecency: Exposing genitals or engaging in sexual conduct in public. Threatening Behavior: Menacing conduct that interferes with others’ use of public spaces.

Physical Harassment: Spitting or transferring body fluids onto another person without consent.

Public Intoxication: Being intoxicated on sidewalks, school grounds, or in parks in a manner that interferes with public use or after refusing an offer of safe transport.

The administration will use an enforcement model similar to the enforcement approach for camping in certain high-risk locations. Anchorage Police Department data shows this approach works: between August and December 2025, similar enforcement led to 340 individuals voluntarily following the law and 29 individuals accepting services like shelter and medical treatment. “This is about providing both accountability and help,” Mayor LaFrance continued. “We are enforcing our laws firmly and humanely, ensuring that officers and crisis teams reach people who may benefit from behavioral health treatment and support.”

This ordinance supports Mayor LaFrance’s broader Public Safety Strategy, which includes: Increasing access to crisis care and expanding the Mobile Crisis and Mobile Intervention Teams.

Increasing enforcement by staffing up APD, including filling sworn officer vacancies and adding new Community Service Officers.

Ensuring accountability by vigorously prosecuting crimes with a fully staffed Municipal Prosecutor’s Office. Increasing access to behavioral health treatment and transitional housing. Code changes to support enforcement and accountability.
