앵커리지 – 오늘 수잔 라프랑스(Suzanne LaFrance) 앵커리지 시장은 시의 핵심 경제 및 지역사회 개발 목표를 지 원할 주요 보직에 대한 인사 변동을 발 표했다.

테리 우마툼(Terry Umatum)은 알래스 카 돈 영( Don Young) 항만의 신임 항만 국장으로 임명된다. 미 해군 출신인 우 마툼은 물류 전문가로, 북미 최대 민간 LTL 트럭 운송 회사인 에스테스 익스프 레스 라인(Estes Express Line)의 알래스 카 매니저로 근무해왔다. 그는 지난 23 년 동안 화물 운송 업체에서 근무하며 돈 영 항만을 통한 화물 물류를 담당해 왔다. 공식 취임일은 12월 15일이다.

“우마툼 국장은 알래스카 전역에 물자 를 안정적으로 운송해온 탁월한 팀 운 영, 예산 관리, 물류 및 현장 운영 경험 을 보유하고 있어 항만 운영을 원활하게 유지하는 데 완벽한 적임자입니다.”라 고 라프랑스 시장은 말했다.

밥 돌(Bob Doehl)은 앵커리지 시의 지 역사회 및 경제개발국(OCED) 국장으 로 합류한다. 시장은 계획(Planning), 개 발 서비스(Development Services), 부동 산(Real Estate), GIS 부서를 한 명의 책 임자 아래 두는 조직 개편안을 제시한 바 있다.

라스무슨 재단에서 운영 부문 부사장 으로 근무한 돌 국장은 30년 넘게 공공 서비스 분야에서 경력을 쌓아왔다. 그 는 알래스카 공군주방위군(Alaska Air National Guard), 육·공군 예비군(Army & Air Force Reserve)에서 복무했으며, JBER 합동기지 사무국장(Joint Installation Office Director)을 지냈다. 또한 알래 스카 주 군·재향군인부(DMVA) 부국 장, 연방 상원의원 보좌진을 역임했다.

COVID-19 팬데믹 당시에는 앵커리지 시의 사건지휘관(Incident Commander) 으로 대응을 지휘했으며, 과거 시 빌딩 오피셜(Building Official)로도 근무한 바 있다. 돌 국장은 11월 24일자로 시 업무 에 복귀한다.

앞으로 몇 달간 랜스 윌버(Lance Wilber) 는 현재의 계획·개발·공공사업국장 (PDPW) 직책에서 물러나 앵커리지 시 최고재무책임자(CFO)로 전환할 예정이 다. 오랜 공직 경력을 가진 윌버는 경 제·지역사회개발국, 공공사업국, 예산 관리국(OMB), 대중교통국, 교통국 등 다 양한 부서에서 국장급 리더십 역할을 수 행해 왔다. 시 운영과 절차, 조직에 대한 깊은 이해를 갖춘 그는 CFO 역할에 적 합한 인물로 평가된다.

현 CFO인 필리프 브라이스(Philippe Brice)는 공공 및 민간 부문에서의 오랜 경력 후 오는 봄 퇴임할 예정이라 밝힌 바 있다. 브라이스는 과거 앵커리지 시 정보기술국장(Acting IT Director)으로도 근무했다.

“돌 국장의 합류와 윌버 국장의 CFO 부임은 제가 추진하는 ‘1만 호 주택 (10,000 Homes)’ 이니셔티브와 앵커 리지의 경제 개발을 크게 앞당길 것입니 다.”라고 라프랑스 시장은 밝혔다. “ 브라이스 국장의 헌신에 감사드리며 그 의 새로운 시작을 응원합니다.”

시장 임명 직책은 모두 시의회(Assembly)의 인준을 받아야 한다.

Today, Mayor LaFrance announced staffing updates for key positions at the Municipality of Anchorage that will support critical economic and community development goals.

Terry Umatum will be the new Port Director of the Don Young Port of Alaska. A veteran of the United States Navy, Umatum is a logistics professional, most recently serving as the Alaska Manager for Estes Express Line, the largest privately owned LTL trucking company in North America. Umatum has 23 years of logistical experience working for freight forwarders utilizing the Don Young Port of Alaska. His start date is December 15.

“Mr. Umatum’s professional experience managing teams, budgets, logistics, and operations to successfully move goods to every corner of Alaska makes him a great fit to keep things flowing smoothly at the Port,” said Mayor LaFrance.

Bob Doehl will be joining the team as the Director of the Office of Community and Economic Development. The Mayor has proposed a reorganization to have the Planning, Development Services, Real Estate, and GIS departments under one senior manager. Most recently serving as the Vice President of Operations for the Rasmuson Foundation, Doehl has had a long career of public service, with more than 30 years of experience in the military, including the Alaska Air National Guard, the Army & Air Force Reserve, and as Director of the JBER Joint Installation Office. Doehl has served as Deputy Commissioner for the state Department of Military and Veterans Affairs and as staff for a U.S. Senator. During the COVID-19 pandemic, Doehl took on the role of incident command for the Municipality. He has previously served as the Building Official for the Municipality. Doehl returns to the Municipality on November 24. Over the next several months, Lance Wilber will be transitioning from his current role as Director of Planning, Development, and Public Works to serve as the Municipality’s Chief Financial Officer. A long-time public servant, Wilber has supported the Municipality of Anchorage in a wide range of leadership roles, serving at different times as Director of Economic & Community Development, Public Works, the Office of Management and Budget, Public Transportation, and the Traffic Department. His deep knowledge of Municipal operations, processes, and staff makes him a great fit to take on the role of CFO.

Philippe Brice, the current Chief Financial Officer, had previously announced his intention to retire from the Municipality in the spring, after a long career in the public and private sectors. Mr. Brice previously served the Municipality of Anchorage as the Acting Information Technology Director.

“Bringing on Mr. Doehl and having Mr. Wilber become CFO will significantly expand our ability to move Anchorage forward on my 10,000 Homes initiative and boost economic development opportunities,” stated Mayor LaFrance, “and I am grateful for Mr. Brice’s service and wish him the best in his next chapter.”

Each of the Mayor’s appointments is subject to Assembly confirmation.
