The Municipality of Anchorage on Monday celebrated a significant milestone in the State of Alaska’s disaster response efforts: 483 evacuees from Western Alaska storm-impacted communities were successfully transitioned into more stable, non-congregate sheltering options.

Since the catastrophic impacts of last month’s storms across West Coast Alaska, approximately 655 individuals have been evacuated to Anchorage. Many were staying in two large temporary congregate shelters at UAA’s Alaska Airlines Center and the MOA’s Egan Center, while others have been staying with family, friends, or in other accommodations.

The transition from congregate shelters to more private and family-friendly accommodations is a crucial step toward recovery and stability for our Western Alaska neighbors. As of Monday, a total of 483 of the evacuees in Anchorage, including more than 100 families, had been moved into non-congregate shelter options.

This massive transition was possible thanks to the scores of dedicated volunteers and partner agencies working tirelessly around the clock, including the American Red Cross, Alaska Native Tribal Health Consortium, Southcentral Foundation, Alaska Housing Finance Corporation, Salvation Army, Alaska Baptists, Central World Kitchen, Team Rubicon, Bean’s Café, and many other organizations.

“The grit, determination, and resiliency of Alaskans have never been more evident than in the past few weeks,” said Mayor Suzanne LaFrance. “I am inspired by how our community, our tribal partners, our non-profits, and our agencies rallied to provide comfort, hospitality, and stability during a terrible disaster. Moving hundreds of individuals and families out of mass shelters and into apartments and hotels is a critical milestone in this disaster response. It means stability and privacy are being restored.”

By Friday, October 31, both Anchorage-area congregate shelters were no longer sheltering evacuees overnight. The 371 individuals moved from the congregate shelters were placed into non-congregate and longer-term options, including hotel rooms and apartments. Nearly 170 children have been registered for school in the Anchorage School District.

The former Alaska Airlines center shelter is closed. The Egan Center shelter remains open as a crucial point of contact for any additional evacuees to connect with resources and swift placement into non-congregate options. The Municipality of Anchorage remains committed to supporting the State of Alaska’s disaster response and continuing mass care effort.

The MOA Emergency Operations Center (EOC) continues to assist the State with resources, logistics, and support for evacuees in non-congregate shelter. The Municipality is also providing transitional sheltering for evacuated animals and assisting with family reunification efforts.

“To our friends and neighbors from Western Alaska who have lost so much: Anchorage welcomes you to our community. We pledge our ongoing support and hospitality as you move through this difficult time toward recovery and stability,” said Mayor LaFrance.

A windstorm bringing higher temperatures to Southcentral Alaska Sunday morning has caused widespread damage, cutting power for thousands of people and leading to flooding in some areas.

According to the Alaska Department of Transportation & Public Facilities’ Facebook page, the sides and roof of the Rabbit Creek pedestrian bridge over the Seward Highway were swept onto the highway, closing it at about 2:30 a.m. Sunday. Crews spent hours dismantling decking and caging on the highway and reopened it by 7:45 a.m.

“The bridge superstructure remains intact, and our bridge engineers are responding to conduct an inspection as quickly as possible,” state officials wrote.

National Weather Service forecaster Tracen Knopp said wind gusts Sunday morning reached 111 mph in Bear Valley.

“We’ve got a lot of damage,” Knopp said. “Reports of downed trees, some blown-in windows, especially higher up near Bear Valley, gusts up to 91 miles an hour and some over 100 in Bear Valley – so super impactful, a lot of damage across town.”

Knopp said temperatures were at 41 degrees at the Weather Service’s West Anchor- age station and were likely to remain just above freezing across much of town later Sunday by 11:30 a.m. Sunday, Chugach Electric’s outage map showed power was out to about 17,500 members, largely concentrated in the Campbell Airstrip, Huffman Road, O’Malley Road, and Oceanview areas. Updates on Chugach’s Facebook page indicated crews had been sent to Girdwood and Hope, but conditions were keeping crews from reaching Tyonek.

The Matanuska Electric Association’s outage map showed nearly 10,000 people without power, about a third each in Eagle River and in an area spanning from Big Lake to Willow and Houston.

The Weather Service issued a high wind warning effective until noon Sunday, calling for winds of 50 to 70 mph gusting to 85 to 100 mph along the Anchorage Hillside and Chugach Mountains. At lower elevations, winds were forecast at 30 to 45 mph with 50 to 75 mph gusts.

“Strong gusty winds will persist through the morning hours but will not be (quite) as strong as they were overnight through early this morning,” forecasters wrote.

The conditions also caused the Alyeska Resort in Girdwood to close operations for the day.

“We are experiencing extreme winds, downed trees, and debris on the slopes, which make conditions unsafe for skiing and snowboarding,” Alyeska officials said on the resort’s website.

Palmer police were reporting flooding on local roads Monday, with police
in Seward responding to a landslide along Lowell Point Road.

추 대표는 전형적인 한국의 가부장 적 가장이다. 식당업에 종사하며 다른 길 보지 않 고 오직 한 길로만 걸어 온 사람이다.그리고인구가많은옆도시앵커리 지로가고싶은유혹이있었을만도 한데 가지 않고 와실라에서만 42년 을살아온분이다.그리고 현재의 식당도 ‘가족애의 힘’으로 운영해왔으며 마침내 와실 라에서 단단한 사업기반을 다지면서 자녀들을 모두 훌륭하게 성장시켰다.
2녀1남 모두 캘리포니아에서 공부를 시켰으며 첫째 딸 앤 추씨는 세크라맨토 대학교에서 교수를 할 때 막내 아들 추 바우씨가 학생으로 있었고, 둘째 딸 미란 추씨는 앵커리지 대학교에서 간호학과를 졸업했다. 두 딸과 아들 하나의 자녀를 잘 키워 훌륭한 사회인으로 자기역할을 잘하며 현재는 손자 손녀 9명을 두어 노년의 행복과 함께 아들 추바우씨가 식당을 승계해 가업으로 계속 이어 나간다고 한다.
추대표는70살고희가넘은나이에 도 은퇴를하지않고 주방에서손 수요리를하며최선을다한삶을살 아가고 있다. 기자가본추대표는검소하며부지 런하여 부를 이뤄 낸 전형적인 인물 이다. 추대표의 삶의 철학은 늘 초 심의 자세를 잃지 않는다고 한다. 추 대표의 이런 자세 때문에 훌륭한 자 녀들, 그리고 단단한 사업체를 유지 하며 마침내 부를 이루었다고 본다. “마른 땅에 물이 고인다” 라는 한 국 속담이 그대로 이루어진 분이다.

Richard Tzou, who operates the restaurant PEKING CHINESE in Wasilla, about an hour north of Anchorage, Alaska, immigrated to Korea from China. His grandparents immigrated to China about 100 years ago. Tzou completed his elementary, middle, and high school education in Incheon, Korea, and graduated from Kinki University, a prestigious university in Japan.

After moving to the United States in 1977 during the bicentennial of America’s independence, he started his American life in San Francisco, California. Later, he met his current wife, Lee Ae-sook, in New York and established a family with one son and two daughters.

When Tzou was unfamiliar with life in the U.S., he met the former restaurant owner. After moving to Wasilla and working in the restaurant industry, the previous owner, recognizing Tzou’s honesty and diligence, transferred the current restaurant building to him under favorable conditions in 1999.

Having lived in Wasilla for 42 years and exclusively worked in one industry, Tzou is a person of perseverance who has achieved wealth. He is a typical Korean patriarch focused solely on the restaurant business. Despite temptations to move to the more populous neighboring city of Anchorage, he chose to stay in Wasilla for 42 years. He has operated his current restaurant with the strength of family unity and has successfully established a solid business foundation while raising his children excellently.

Two of the three children were educated in California, and one daughter, Miron Tzou, graduated from the University of Alaska Anchorage and eventually became a Nurse practitioner. Ann Tzou was a professor at Sacramento University, while his son, Ronald Tzou, also studied there. He has raised his daughters and son to be excellent members of society, and currently, with nine grandchildren, he enjoys his old age while his son, Ronald Tzou, is set to continue the family business. Ronald Tzou has carried on the family legacy and continues to add his flair and ideas with a modern approach.

Despite being over 70 years old, Tzou has not retired and continues to cook in the kitchen, living his life to the fullest. The reporter sees Tzou as a frugal and diligent person who has achieved wealth. His life philosophy is always to maintain a beginner’s mindset, allowing him to raise wonderful children and maintain a solid business, ultimately achieving wealth. He embodies the Korean proverb, “Water gathers on dry land.”

매년 크리스마스 무렵에 추위 속에 서도 사람들이 많이 모이는 장소에 빨간색 냄비 앞에서 ‘가난한 자를 돌봅시다’ 라고 외치며 자그마한 종을쉴새없이치는사람들을보았 을것이다.바로구세군교회의사역 인데 구세군교회는 기독교의 한 교 파이지만 일반인들에게는 자선단체 로많이인식되어있다.틀린것은아 니지만 맞는 것도 아니다.

구세군교단은 엄연한 개신교의 한교 파이며 감리교를 창설한 요한 웨슬 레 목사의 신앙관을 가지고 있는 아 주 건전한 교단이다. 신약성경 야고 보서 1장27절에 경건에 대한 말씀이 나오는데 요즘 말로 요약하자면 고 아와 과부를 돌보는 것, 좀 더 포괄 적으로 표현하면 ‘사회적 약자’를 돌보는 것이 크리스챤의 경건이라고 정의를 내린다. 구세군교회가 바로 ‘경건’을 실천하는 교단이라고 보 면 된다.

설립동기는 1865년 영국 런던에서 실업자와 최하층 빈민을 위한 선교 와 구호 기관으로 시작하였으나, 곧 ‘ 하나님의 군대’라는 의미로 군대와 유사한 조직을 갖추면서 이름을 ‘ 구세군’이라고 부르게 되었다. ‘ 구세군’은 전세계 128개 이상의 나라에 전도 센터가 있다. 국제본부는 영국 런던에 있으며, 사회복지단 체·병원·학교·기관 등도 운영 한다.

우리가살고있는앵커리지에도구 세군교회의역사는짧지않다. 지난 4년간 사역을 잘 감당하던 이 주현 사관(목사) 내외가 세크라멘토 로이임하고세크라멘토구세군영 문(교회)에서 사역하던 김현중 사관 부부가 부임해온지 근 한 달째 되어 간다.

김현중 사관은 이민가족의 일원으로 서 어릴 때 부모님따라 미국으로 건 너온 1.5세이다. 그래서 이민1세들이 겪는 온갖 고생을 보아오며 성장해 왔고 이곳에서 태어난 2세들의 문화 적 갈등, 삶의 가치관을 누구보다도 잘 이해하는 목회자이다.

이민1세와 2세의 가교 역할을 하고 싶은 목회자

김현중 사관은 대학3학년 때 사역자 로서의 부르심을 받았으나 약 20년 간 하나님의 부르심에 순종치 않다 가 어떤 계기가 되어 구세군교회의 일원이 되어 첫 임지를 캘리포니아 의 주도 세크라멘토에서 사역을 하 며여러가지중독에신음하는성도 들을돌보며열매가보일무렵본부의 인사정책으로 이곳에 부임해왔다 김 사관 개인적으로서는 아쉬웠을 것으로 추측된다.

김현중 사관의 신앙생활 시초는 아 주 보수적이며 엄격하기로 유명한 장로교 고신측에서 시작했고 이민 후미국의명문대학중한곳인캘리 포니아 주립대학에서 심리학을 전공 하고 풀러신학 대학원을 거쳐 목회 일선에뛰어들었다. 김사관은기 자의 추측으로는 칼빈의 깊은 신학 학문과 웨슬레의 행동하는 신앙이 잘조화를이룰것으로보인다. 그리 고 한때는 기독교신문으로 잘 알려 진 크리스챤 라이프에서도 집필진으 로근무한경력이있는것을보면이 곳 앵커리지 한인들을 위한 신앙칼 럼도본지에종종게재할것으로기 대된다.

이곳에서의 사역 비젼을 전기한 바 와같이김사관본인이1.5세로미 국에서 성장해온 탓에 한인이민사회 의 가장 큰 문제인 커뮤니티 부재를 위한 1세와 2세의 기교역할을 하고 픈것이작은바램이라고한다.한인 사회가안고있는가장큰문제를바 로짚고있는김사관의혜안이이곳 에서큰열매가맺어질것으로기대 가 된다.

Around Christmas each year, you may have seen people standing in the cold, tirelessly ringing small bells in front of red kettles, shouting, “Let’s help the poor.” This is the work of the Salvation Army Church. While it is a denomination of Christianity, it is widely recognized by the public as a charity organization. This perception is not entirely incorrect but not completely accurate either.

The Salvation Army is a distinct denomination within Protestantism, holding the beliefs of John Wesley, the founder of Methodism. James 1:27 in the New Testament speaks about true religion, which, in contemporary terms, means caring for orphans and widows or, more broadly, caring for the “socially disadvantaged.” The Salvation Army practices this form of true religion.

The Salvation Army was founded in 1865 in London. Initially, it was a mission and relief organization for the unemployed and the lowest strata of the poor. It soon adopted a military-like structure, reflecting
its name, “God’s Army.” Today, the Salvation Army has evangelistic centers in over 128 countries worldwide. Its international headquarters is in London, UK, and it also operates social welfare institutions, hospitals, schools, and other facilities.

The Salvation Army has a significant history in Anchorage. Major Lee Joo-Hyun and his wife, who have diligently served the ministry for the past four years, have been transferred to Sacramento. They have been succeeded by Major Kim Harry and his wife, who have been serving at the Sacramento Salvation Army for nearly a month.

Major Harry Kim is a 1.5-generation immigrant who moved to the United States with his parents as a child. He understands the struggles of first-generation immigrants and the cultural conflicts and value differences faced by second-generation immigrants, making him a uniquely empathetic pastor.

A Pastor Bridging the First and Second Generations

Major Kim was called to ministry during his third year of college but did not heed the call for about 20 years. Eventually, he joined the Salvation Army and began his ministry in Sacramento, California. There, he cared for congregants struggling with various addictions and saw fruitful results. However, due to the headquarters’ personnel policy, he was transferred to Anchorage, which was likely a personal disappointment for him.

Major Kim’s faith journey began in the conservative and strict Presbyterian denomination known as Kosin. After immigrating, he studied psychology at California State University and later attended Fuller Theological Seminary before entering pastoral ministry. Combining Calvin’s deep theological studies with Wesley’s active faith, Major Kim harmoniously embodies both.

앵커리지 시 법령에 따르면 매년 5월 1일부터 9월 30일까지 운전자들이 차 량에 스터드 타이어를 사용하는 것을 금지하고 있습니다. 앵커리지의 긴 겨 울 날씨 조건과 주 정부의 비상 명령 으로 인해 운전자들은 2023년 5월 15 일까지 스터드 타이어 사용이 허용됩 니다. 2023년 5월 16일부터는 앵커리 지 시에서 스터드 타이어를 사용하는 것이 불법이 됩니다.

앵커리지 시 당국은 2019년 가을에 조례를 변경하여 10월 1일까지 앵커 리지 시 경계 내에서 스터드 타이어 사용을 허용하지 않습니다. 주법에 따 라 9월 15일 부터 위도 60도 이북에 서는 스터드 타이어 사용을 허용하고 있습니다. 그러나 앵커리지 경찰은 시 경계내에서 스터드 타이어를 사용 하는운전자에게벌금을부과할수있 습니다.

스터드 타이어는 앵커리지 시 경계선 밖(위도 60도 이북)에서 9월 16일부 터 허용됩니다. 스터드 타이어는 빙판 길과눈길에서차량접지력을향상시 키는데 탁월합니다. 그러나 기온이 상승하면 이타이어에박혀있는단단한금속 스터드가 포장도로에서 과도한 마모 를유발하여도시에막대한수리비용 을 초래할 수 있습니다.
마감일이 다가옴에 따라 앵커리지 주 민들은 과태료를 피하고 도시 인프라 유지에 기여할수있도록타이어교체일 정을서둘러잡는것이좋습니다.

ENGLISH: Anchorage Municipal Code prohibits drivers from using studded tires on their- vehicles from May 1 – September 30 each year. Due to Anchorage’s pro- longed winter weather conditions, and the State’s emergency order, drivers will be allowed to use studded tires until May 15, 2023. Starting May 16, 2023, it will be illegal to use studded tires in Anchorage. The municipality of Anchorage changed their ordinance in fall 2019, to not allow studded tires within Anchorage city limits until October.

State law differs, allowing studded tires north of 60 Latitude on Sept. 16. However, Anchorage Police officers can ticket a motorist with studded tires if they are within the city limits. Studded tires are allowed outside of Anchorage city limits (north of 60 Latitude) on Sept. 16. Studded tires are excellent for enhancing vehicle grip on icy and snowy roads. However, once temperatures rise, the hard metal studs embedded in these tires can cause excessive wear and tear on pavement, leading to significant repair costs for the city. As the deadline approaches, Anchorage residents are encouraged to schedule their tire change soon to avoid penalties and contribute to maintaining the city’s infrastructure.
