수잔 라프란스(Suzanne LaFrance) 앵 커리지 시장의 지역 경제 활성화를 위 한 노력이 본격적으로 추진되고 있다. 시장 행정부는 NorthLink 항공사의 앵 커리지 경제 개발 부동산 세금 인센티 브(Economic Development Property Tax Incentive) 신청을 추천했으며, 지난 5월 6일 앵커리지 시의회가 이를 승인했다.

이 세금 감면은 향후 10년간 적용되며, NorthLink가 테드 스티븐스 앵커리지 국 제공항(Ted Stevens Anchorage International Airport)에 신규 항공 화물 터미널을 건설하고 운영 기반을 마련하며 고객 기 반을 확보하는 데 있어 큰 도움이 될 전 망이다. 이번 인센티브는 프로젝트 재정 의 격차를 메우고, 앵커리지 지역사회에 장기적인 경제적 이익을 가져다주는 기 반을 제공한다.

라프란스 시장은 “이번 파트너십은 화 물과 함께 지역사회에 새로운 일자리와 기회를 가져옵니다. 이는 앵커리지 근로 자와 가족에 대한 진정한 약속이며, 지 방 정부가 실질적으로 경제를 성장시킬 수 있음을 보여주는 사례입니다”라고 전했다.

앵커리지는 세계에서 네 번째로 바쁜 항 공 화물 허브로, 그 전략적 위치가 핵심 이다. 테드 스티븐스 공항은 동아시아, 북미, 유럽 등 세계 GDP의 약 75%를 차 지하는 경제 중심지들과 9.5시간 이내 비행 거리 내에 있다. NorthLink 항공은 이러한 지리적 이점을 최대한 활용하기 위해 앵커리지 국제공항 남부 캠퍼스에 전자상거래 및 특급 화물 전용 터미널 건설 프로젝트를 추진하고 있다.

NorthLink 항공의 CEO 숀 돌런(Sean Dolan)은 “수잔 라프란스 시장과 앵커 리지 시의회의 전폭적인 지지에 깊이 감 사드립니다. 이번 세금 감면 승인 결정 은 테드 스티븐스 공항의 항공 화물 인 프라 개발에 있어 중요한 이정표이며, 앵커리지와 알래스카 주 전반에 경제 적·환경적 이익을 가져올 것입니다” 라고 밝혔다.

NorthLink의 새로운 화물 터미널은 공항 의 연료 재급유 및 화물 재분류 효율성 을 높일 수 있는 역량을 대폭 확대할 것 으로 기대된다. 운영이 시작되면 약 300 개의 고임금 상시 일자리가 창출되며, 건설 기간 동안 수백 개의 추가 일자리 가 지역사회에 제공될 예정이다.

또한, NorthLink는 모든 터미널 근로자( 자사 직원뿐만 아니라 타사 근로자 포 함)를 위한 현장 보육 지원 프로그램을 도입할 계획이며, 환경 보호 측면에서도 탈빙 작업에서 발생하는 화학 물질이 인 근 수계에 유출되지 않도록 재활용 시스 템을 설치할 예정이다.

이번 세금 인센티브는 해당 터미널 건물 에 대해 10년간 재산세 감면 혜택을 제 공하지만, 부지 자체에 대한 세금은 그 대로 유지된다. 결과적으로, 이 인센티브 는 앵커리지에 새로운 화물 시설 건설을 실현하게 하여 향후 오랜 기간 시의 세 수 기반을 확대하는 데 기여하게 된다. 해당 프로젝트는 2025년에 착공될 예정 이며, 2027년 완공을 목표로 하고 있다.

Mayor Suzanne LaFrance’s work to support business development in Anchorage is wheels up.

The administration recommended NorthLink’s application for Anchorage’s Economic Development Property Tax incentive, and on May 6, the Anchorage Assembly approved it.

This 10-year tax break will support the company’s work to construct a new air cargo facility at Ted Stevens Anchorage International Airport, establish operations, and secure its customer base. The tax incentive helps bridge the gap to make NorthLink’s project pencil – and helps secure the long-term economic benefits the new facility will bring to Anchorage.

“Along with cargo, this partnership brings new jobs and new opportunities to our community,” said Mayor Suzanne LaFrance. “It’s a win-win that builds on our strengths, shows a real commitment to Anchorage workers and families, and shows how local government can tangibly boost our economy.”

Anchorage is home to the fourth busiest cargo airport in the world because of our highly strategic location. The Ted Stevens airport is within a 9.5-hour flight of economic centers representing approximately 75% of global GDP, including East Asia, North America, and Europe. NorthLink Aviation’s project to build a new e-commerce and express cargo terminal at the Ted Stevens Anchorage International Airport South Campus puts that geographic advantage to work for our community’s benefit.

“NorthLink Aviation is very grateful to Mayor LaFrance and the entire Anchorage Assembly for their support,” said CEO Sean Dolan. “This approval is a critical step in the development of air cargo infrastructure for Ted Stevens Anchorage International Airport that will generate meaningful economic and sustainability benefits for Anchorage and the State of Alaska.”

NorthLink’s new cargo terminal will increase the airport’s capacity to offer efficient refueling and re-sorting for cargo operations. Its state-of-the-art facility will directly create nearly 300 year-round, high-paying jobs once operations commence, and the construction phase will bring hundreds more jobs to Anchorage.

Additionally, the company plans to offer subsidized childcare on-site for all terminal workers, not just NorthLink employees.

To mitigate the environmental impacts of deicing operations, the company will install systems to recycle and reuse deicing chemicals, preventing their discharge into nearby waterways.

The tax incentive gives NorthLink a property tax break on the facility’s buildings for a 10-year period, while the land remains taxable. Ultimately, this incentive helps ensure the construction of a new cargo facility in Anchorage that will add to the municipal tax base for years to come.

Construction is estimated to begin in 2025, and the project is expected to be completed in 2027.
