앵커리지 시는 오는 6월 17일, 데이비스 공원과 인근 제설 적치장에 형성된 대규 모 노숙인 캠프를 철거할 예정이다. 수년간 데이비스 공원 일대에는 대규모 노숙인 캠프가 자리해 왔으며, 이는 마 운틴뷰 지역의 주민 안전, 캠프 내 거주 자의 건강과 안전, 공공 공간 접근성, 지 역 공동체의 복지에 심각하고 점점 더 악화되는 영향을 끼쳐왔다. 또한, 해당 캠프의 위치는 인근 군사 기지에도 높은 안보 위험을 초래하고 있다.

이번 철거는 도시 전역의 위험한 노숙인 캠프 문제를 해결하기 위한 시 행정부의 장기적이고 구조적인 대응의 일환으로, 공공 안전을 최우선으로 두고 주거 및 쉘터 연계 중심의 아웃리치, 책임 있는 공공 공간 복원을 목표로 하고 있다. 행정부는 오랜 기간 피해를 입어온 마운 틴뷰 지역 가족과 주민들을 위해 공원과 공공 공유 공간의 정상적인 이용을 회복 하는 데 전념하고 있다.

수잔 라프랑스 시장은 “공공 안전은 지 방 정부의 최우선 과제이며, 철거는 필 요한 공공 안전 도구”라며 “대규모 캠프는 그곳에 사는 사람들에게도, 인 근 주민들에게도 안전하지 않다”고 강 조했다.

라프랑스 행정부는 노숙인들에게 다양 한 선택지를 제공하기 위해 연중 운영 되는 쉘터 및 지원 서비스 안전망을 구 축해왔다. 시가 노숙인 캠프를 철거하면 서 동시에 이들을 서비스에 연계할 경 우, 많은 이들이 쉘터나 주거 옵션을 선 택해왔다.

이번처럼 규모가 크고 장기화된 캠프 철 거로 인한 부정적인 영향을 최소화하 기 위해, 시는 다음과 같은 조치를 취하 고 있다:

철거 전 아웃리치: 앵커리지 홈리스 종 식 연합(ACEH), 앵커리지 경찰국(APD)의 HOPE 팀, 기타 파트너 단체들이 캠프 내 거주자들에게 서비스 연계를 위한 아 웃리치를 진행 중

서비스 연계: 거주자들에게 쉘터, 주거 지, 정신 건강 및 기타 사회 복지 지원 서비스 제공

사전 단속: 캠프 내 쓰레기 및 방치 차 량 정리

철거 공고 게시: 법적 요건에 따른 사전 철거 공지

6월 17일 철거 및 청소 작업: 공원·레 크리에이션 부서 Healthy Spaces 팀이 현장 정리

사후 아웃리치: 철거 이후에도 아웃리 치 팀이 주변 지역의 거주자들을 지속 적으로 지원하며, 재형성을 방지하고 쉘 터 및 주거 전환을 돕고 긴급한 필요에 대응

시 행정부는 이러한 조치를 통해 마운틴 뷰 지역의 공공 안전과 복지를 회복하 고, 지역 사회의 건강한 회복을 도모할 계획이다.

The Municipality of Anchorage will abate the large homeless encampment at Davis Park and the nearby snow dump site on June 17.

A large encampment has persisted in the Davis Park area for years. This has had a profound and increasing negative impact on the Mountain View neighborhood’s safety, the health and safety of people living in the camp, residents’ access to public spaces, and the community’s well-being. The encampment’s location also creates an elevated risk for the nearby military base.

This abatement is part of the administration’s broader, ongoing effort to address unsafe encampments across the city through a structured approach that prioritizes public safety, housing- and shelter-focused outreach, and the responsible restoration of public spaces.

The administration is committed to restoring the use of public parks and shared spaces for families and residents who have been affected in the Mountain View community for years. “Public safety is the number one job of local government, and abatement is a necessary public safety tool,” Mayor Suzanne LaFrance said. “Large encampments are dangerous – they’re not safe for the people living in them, and they’re not safe for people living nearby.”

The LaFrance administration has established a year-round safety net of shelter and support services to provide people experiencing homelessness with options.

When the Municipality removes encampments and links people to services in the process, many people in those encampments choose to go to shelters and other housing options.

To minimize the potential negative impacts of removing such a large and longstanding encampment, the Municipality is taking the following steps:

· Pre-abatement outreach by the Anchorage Coalition to End Homelessness (ACEH), APD’s Homeless

Outreach Prevention and Engagement (HOPE) team and other partners.

· Linking individuals in the camp to shelter, housing, behavioral health, and other supports.

·Pre-abatement enforcement to remove junk and abandoned vehicles.

· Posting legally required abatement notices.

· Abatement on June 17 and cleanup by Parks and Recreation’s Healthy Spaces team.

· Outreach teams will continue engaging individuals in the surrounding area post-abatement to prevent re-encampment, support transitions into shelter or housing, and respond to emerging needs.

· After abatement, posting “No camping” signs and enforcing trespassing laws.

· APD will increase patrols in Mountain View and the surrounding neighborhoods to help prevent re-encampment.
