알래스카 연방의원단과 마이크 던리비 주지사가 참석한 행사에서 미 내무부 (U.S. Department of the Interior)는 알래스 카 전역의 에너지 개발을 촉진하고, 토 지 관리 체계를 현대화하며, 주민들의 공공 안전과 경제 기회를 향상시키기 위 한 광범위한 정책 패키지를 발표했다.

이번 조치에는 북극 국립야생동물보 호구역(Arctic National Wildlife Refuge, ANWR) 연안 평야의 석유 및 가스 임대 재개, 앰블러 로드(Ambler Road) 프로 젝트 인허가 재발급, 킹코브-콜드베이 (King Cove-Cold Bay) 도로 건설을 위한 토지 교환, 그리고 알래스카 원주민 베 트남전 참전용사들을 위한 토지 할당 확 대 등이 포함되어 있다.

관계자들은 이번 정책들이 불필요한 규 제 장벽을 완화하고, 알래스카의 국가 에너지 안보 역할을 강화하며, 농촌 지 역사회를 지원하는 것을 목표로 하고 있 다고 밝혔다.

북극 국립야생동물보호구역(ANWR) – 석유

및 가스 임대 재개

내무부는 ANWR 연안 평야 약 156만 에 이커의 지역을 석유 및 가스 임대를 위 해 재개방하는 새로운 결정을 발표했다. 이는 이전 행정부가 2024년에 시행했던 개발 제한 조치를 뒤집는 것이다.

이번 조치는 행정명령 14153호(Executive Order 14153), 내무부 명령 3422호 (Secretarial Order 3422), 2017년 세제 개편법(Tax Cuts and Jobs Act), 그리고 One Big Beautiful Bill Act에 따라 시행되 었다. 또한 이전 행정부에 의해 취소되 었다가 법원 판결로 복원된 알래스카 산 업개발수출청(AIDEA)의 임대권도 다시 회복됐다.

이와 관련해, 토지관리국(Bureau of Land Management, BLM)은 알래스 카 국립석유보유지(National Petroleum Reserve-Alaska, NPR-A) 내 일부 구역 을 대상으로 올겨울 예정된 석유 및 가 스 임대 입찰을 위한 후보지 추천 공고 (Call for Nominations)를 발표했다. 이는 2019년 이후 처음 열리는 입찰이다.

앰블러 로드(Ambler Road) 프로젝트 인허

가 재발급

트럼프 대통령이 AIDEA의 항소를 승 인함에 따라, BLM과 **국립공원관리청 (National Park Service)**은 오랜 논쟁 끝 에 추진되어 온 앰블러 로드 프로젝트의 통행 허가를 재발급했다. 이 산업 도로 는 알래스카 북서부 광물 매장지로 연결 되는 약 211마일(약 340km) 구간이다.

또한 미 육군공병단(U.S. Army Corps of Engineers)도 연방 인허가를 재발급했 으며, 내무부는 인근 약 23,600에이커 의 토지를 알래스카 주(State of Alaska) 에 공식 양도했다. 이를 통해 주정부가 해당 지역의 토지 이용과 자원 개발에 대한 권한을 강화하고, 지역사회 주도의 경제 발전이 촉진될 것으로 기대된다.

수십 년간 논의되어 온 킹코브-콜드베 이 연결도로 건설이 마침내 본격화됐 다. 내무부는 이젬벡 국립야생동물보호 구역(Izembek National Wildlife Refuge) 내 일부 토지를 킹코브 코퍼레이션(King Cove Corporation)에 양도하는 공식 토 지 특허증을 발급했다.

이 교환은 킹코브 주민들이 오랫동안 요 청해온 응급 의료 접근성 개선 도로 건 설을 가능하게 하며, 동시에 주민들의 생계활동(Subsistence)을 지원하고, 새로 운 보호구역(wilderness acreage)을 추가 로 지정해 지역 야생 서식지를 보존하는 효과를 가져온다.

알래스카 원주민 베트남전 참전용사 토지 할 당 확대

내무부는 또한 알래스카 원주민 베트남 전 참전용사 토지 할당 프로그램(Alaska Native Vietnam-era Veterans Land Alotment Program)의 진전을 발표했다. 이 프로그램은 1964년부터 1971년 사이 복무한 자격 있는 참전용사가 최대 160 에이커의 연방 토지를 청구할 수 있도록 허용한다.

앵커리지에서 열린 행사에서 토지관리 국(BLM)은 알래스카 원주민 베트남전 참전용사 3명에게 각각 160에이커의 토 지를 부여하는 토지 할당 증서(Certificate of Allotment)를 수여했다.

이 제도는 2019년 딩겔법(Dingell Act) 에 따라 제정되었으며, 신청 마감일은 2025년 12월 29일이다.

에너지 개발과 알래스카의 미래

내무부는 이번 일련의 조치들이 트럼 프 행정부의 “책임 있는 에너지 개발 (responsible energy development)”과 알래스카 내 경제 성장에 대한 장기적인 의지를 반영한다고 강조했다.

During an event joined by Alaska’s congressional delegation and Governor Mike Dunleavy, the U.S. Department of the Interior announced a wide-ranging package of actions aimed at boosting energy development, modernizing land management, and improving public safety and economic opportunity across Alaska.

The measures include reopening the Coastal Plain of the Arctic National Wildlife Refuge (ANWR) for oil and gas leasing, reauthorizing permits for the Ambler Road Project, advancing the King Cove–Cold Bay road corridor through a land exchange, and expanding land allotments for Alaska Native Vietnam-era veterans.

Officials said the initiatives collectively aim to reduce regulatory barriers, strengthen Alaska’s role in national energy security, and support rural communities.

Arctic National Wildlife Refuge Reopened for Oil and Gas Leasing

The Interior Department issued a new Record of Decision reopening 1.56 million acres of the ANWR Coastal Plain to oil and gas leasing—reversing restrictions imposed under the previous administration’s 2024 plan.

This action follows directives outlined in Executive Order 14153, Secretarial Order 3422, the 2017 Tax Cuts and Jobs Act, and the One Big Beautiful Bill Act. It also restores leases to the Alaska Industrial Development and Export Authority (AIDEA), which had been canceled but later reinstated through court action.

In a related move, the Bureau of Land Management (BLM) issued a call for nominations for tracts to be included in an upcoming oil and gas lease sale within the National Petroleum Reserve–Alaska (NPR-A), scheduled for this winter. It will be the first lease sale in the 23-million-acre reserve since 2019.

Ambler Road Project Permits Reissued

Following President Trump’s approval of AIDEA’s appeal, the BLM and the National Park Service reissued right-of-way permits for the long-debated Ambler Road Project, a 211-mile industrial access route to mineral deposits in northwestern Alaska.

The U.S. Army Corps of Engineers has also reissued its federal permit. Additionally, nearly 23,600 acres of nearby land have been conveyed to the State of Alaska, completing state selections in the area and promoting local decision-making over land use and resource development.

King Cove–Cold Bay Road and Land Exchange Finalized

After decades of debate, the Interior Department issued an official land patent to the King Cove Corporation, transferring lands within the Izembek National Wildlife Refuge to facilitate a single-lane gravel road connecting King Cove to the Cold Bay airport — a project long sought for emergency medical access.

Supporters say the exchange both improves public safety and increases subsistence access, while offsetting land impacts by adding new wilderness acreage to protect local wildlife habitat.

Land Allotments for Alaska Native Vietnam Veterans

The Department also announced progress under the Alaska Native Vietnam Veterans Land Allotment Program, which allows eligible veterans who served between 1964 and 1971 to claim up to 160 acres of federal land. At the Anchorage event, the BLM awarded Certificates of Allotment to three Alaska Native Vietnam veterans — each receiving 160 acres. The program, authorized under the 2019 Dingell Act, remains open for applications until December 29, 2025.

The Department emphasized that these combined efforts reflect the Trump administration’s broader commitment to “responsible energy development” and economic opportunity in Alaska. Officials said the actions will help expand domestic energy production, strengthen local economies, and reinforce Alaska’s strategic importance in America’s energy and national security future.
