Project would rebuild nearly 20 miles between Rabbit Creek and Bird Flats

ANCHORAGE, Alaska — A major proposal to reconstruct nearly 20 miles of the Seward Highway south of Anchorage could significantly change one of Alaska’s busiest transportation corridors.

The Alaska Department of Transportation and Public Facilities is advancing the Safer Seward Highway Project, covering the highway from Milepost 118 near Rabbit Creek and Potter Marsh to Milepost 98.5 near Bird Flats.

Under the proposal, much of the existing two-lane highway would be rebuilt as a four-lane divided roadway, generally providing two lanes in each direction. The project is intended to reduce serious crashes, improve traffic reliability and provide better access for motorists, pedestrians, bicyclists and recreational users.

Plans also include approximately 14 miles of separated multi-use pathway, additional turn lanes, improved pullouts, frontage roads, expanded recreation parking and additional rockfall protection. About seven miles of Alaska Railroad track would also need to be realigned to accommodate the expanded highway.

Cost Could Exceed $1.4 Billion

Transportation planning documents estimate the overall project could cost more than $1.4 billion, although the final amount remains uncertain.

DOT&PF expects construction, if approved and funded, to occur in multiple phases over approximately 15 to 20 years.

The proposed four-lane expansion has not yet received final construction approval. DOT&PF released a Draft Environmental Assessment in December 2025 and held public hearings earlier this year.

The department is now reviewing public and agency comments before completing its final environmental review. Detailed engineering, funding and construction decisions would follow if the project moves forward.

If completed, the expansion would represent one of the largest highway reconstruction projects in Southcentral Alaska and could significantly change travel between Anchorage, Turnagain Arm and the Kenai Peninsula.

앵커리지, 알래스카 — 앵커리지 남쪽 수어드 하이웨이 약 20마일 구간을 대대적으로 재건하는 계획이 추진되면서, 알래스카에서 가장 통행량이 많은 주요 교통로 가운데 하나가 크게 달라질 가능성이 제기되고 있다.

알래스카주 교통·공공시설부(DOT&PF)는 래빗 크릭과 포터 마시 인근 마일포스트 118에서 버드 플랫 인근 마일포스트 98.5까지를 대상으로 하는 ‘Safer Seward Highway Project’**를 추진하고 있다.

현재 계획에 따르면 기존의 2차선 도로 상당 구간은 왕복 4차선 분리도로로 재건되며, 일반적으로 각 방향에 2개 차선이 설치될 예정이다. 이번 사업은 중대 교통사고를 줄이고 통행 안정성을 높이는 한편, 운전자와 보행자, 자전거 이용자, 레저 이용객들의 접근성을 개선하는 것을 목표로 하고 있다.

계획에는 약 14마일 길이의 분리형 다목적 보행·자전거 도로, 추가 회전 차선, 개선된 차량 대피·정차 공간, 보조도로, 확대된 레크리에이션 주차장, 낙석 방지 시설 등이 포함돼 있다. 또한 도로 확장을 위해 약 7마일 구간의 알래스카 철도 선로도 재배치해야 할 것으로 예상된다.

사업비 14억 달러 넘을 수도

교통 계획 문서에 따르면 전체 사업비는 14억 달러를 초과할 가능성이 있으며, 최종 비용은 아직 확정되지 않았다.

DOT&PF는 사업이 최종 승인되고 필요한 예산이 확보될 경우, 공사가 여러 단계로 나뉘어 약 15년에서 20년에 걸쳐 진행될 것으로 보고 있다.

현재 제안된 4차선 확장 사업은 아직 최종 공사 승인을 받은 상태는 아니다. DOT&PF는 2025년 12월 환경영향평가 초안을 공개했으며, 올해 초 주민 공청회도 개최했다.

현재 주정부는 최종 환경 검토를 마치기 전 주민과 관계 기관들이 제출한 의견을 검토하고 있다. 사업이 계속 추진될 경우 이후 세부 설계와 예산 확보, 단계별 공사 승인 절차가 이어질 예정이다.

사업이 최종 완료될 경우, 이번 확장은 알래스카 중남부 지역에서 가장 큰 규모의 고속도로 재건 사업 가운데 하나가 될 전망이며, 앵커리지와 터너겐 암, 케나이 페닌슐라를 연결하는 교통 환경에도 큰 변화를 가져올 것으로 예상된다.
