Board of Regents approves systemwide change aimed at attracting more students and strengthening Alaska’s workforce

FAIRBANKS, Alaska — The University of Alaska will eliminate its higher tuition rate for out-of-state students beginning in fall 2027, allowing students from outside Alaska to pay the same tuition rates as state residents.

The University of Alaska Board of Regents voted 10-0 on Aug. 4 to eliminate nonresident tuition across the university system, including the University of Alaska Anchorage, University of Alaska Fairbanks and University of Alaska Southeast. The change will apply to undergraduate, graduate and international students.

The new tuition structure will take effect for the 2027-28 academic year. Out-of-state students enrolling during the current 2026-27 academic year will continue to pay existing nonresident rates unless they qualify for a waiver or other exemption.

University officials said the change is intended to make Alaska’s public universities more competitive when recruiting students from outside the state while simplifying a tuition system in which many nonresident students already receive discounts.

According to information presented to the Board of Regents, approximately 85% of nonresident students currently receive some form of waiver or reduction from the full out-of-state tuition rate. University officials said maintaining the separate rate therefore creates additional administrative complexity while relatively few students actually pay the full amount.

The difference between resident and nonresident tuition is currently substantial.

At UAA, for example, lower-division undergraduate tuition for the 2026-27 academic year is $251 per credit for Alaska residents compared with $875 per credit for nonresidents. Upper-division tuition is $302 per credit for residents and $926 for nonresidents.

At UAF’s Troth Yeddha’ Campus, undergraduate tuition is currently $310 per credit for residents and $934 for nonresidents. Graduate students pay $577 per credit as residents and $1,201 as nonresidents.

The university estimates eliminating the nonresident rate will initially reduce tuition revenue by approximately $1.4 million. Officials project that increased enrollment could make up that loss within two to three years.

University officials also noted that additional students could generate revenue beyond tuition through campus housing, dining and other services.

The change does not mean tuition will be identical at UAA, UAF and UAS. Each university will continue setting rates based on its own programs and academic levels. Instead, students attending a particular University of Alaska campus will no longer be charged a higher tuition rate solely because they are not Alaska residents.

페어뱅크스, 알래스카 —알래스카대학교(University of Alaska)가 2027년 가을 학기부터 타주 학생들에게 적용해 온 높은 비거주자 등록금 제도를 폐지한다. 이에 따라 알래스카주 외 지역에서 온 학생들도 주 거주 학생들과 동일한 기본 등록금을 납부하게 된다.

알래스카대학교 이사회(Board of Regents)는 8월 4일 10대 0의 만장일치로 대학 시스템 전반의 비거주자 등록금 차등 제도를 폐지하기로 의결했다. 이번 조치는 알래스카대학교 앵커리지(UAA), 알래스카대학교 페어뱅크스(UAF), 알래스카대학교 사우스이스트(UAS)에 모두 적용되며, 학부생과 대학원생, 국제학생도 포함된다.

새로운 등록금 체계는 2027-28학년도부터 시행된다. 현재 2026-27학년도에 입학하는 타주 학생들은 별도의 등록금 면제나 감면 자격을 갖추지 않는 한 기존의 비거주자 등록금을 계속 납부해야 한다.

대학 관계자들은 이번 변경이 타주 학생 유치 경쟁력을 높이는 동시에, 이미 많은 비거주 학생들이 각종 할인이나 면제 혜택을 받고 있는 복잡한 등록금 제도를 단순화하기 위한 것이라고 설명했다.

이사회에 제출된 자료에 따르면 현재 비거주 학생의 약 85%가 타주 등록금 전액이 아닌 각종 면제 또는 감면 혜택을 받고 있다. 대학 측은 실제로 비거주자 등록금 전액을 납부하는 학생이 상대적으로 적은 상황에서 별도의 등록금 체계를 유지하는 것이 행정적 복잡성을 높이고 있다고 밝혔다.

현재 알래스카주 거주 학생과 비거주 학생 간의 등록금 차이는 상당하다.

예를 들어 UAA의 2026-27학년도 저학년 학부 과정 등록금은 알래스카 거주 학생의 경우 학점당 251달러인 반면, 비거주 학생은 학점당 875달러다. 고학년 학부 과정은 거주 학생이 학점당 302달러, 비거주 학생은 926달러를 납부한다.

UAF 트로스 예다(Troth Yeddha’) 캠퍼스의 경우 현재 학부 등록금은 거주 학생이 학점당 310달러, 비거주 학생이 934달러다. 대학원 과정은 거주 학생이 학점당 577달러, 비거주 학생은 1,201달러를 납부하고 있다.

알래스카대학교는 비거주자 추가 등록금 폐지로 인해 초기에는 등록금 수입이 약 140만 달러 감소할 것으로 예상하고 있다. 그러나 대학 측은 타주 학생들의 입학이 증가할 경우 2~3년 안에 이 같은 수입 감소분을 상쇄할 수 있을 것으로 전망하고 있다.

대학 관계자들은 학생 수 증가가 등록금뿐 아니라 기숙사, 식사 서비스 및 기타 캠퍼스 이용을 통한 추가 수입으로도 이어질 수 있다고 설명했다.

이번 결정이 UAA, UAF, UAS의 등록금을 모두 동일하게 만든다는 의미는 아니다. 각 대학은 앞으로도 학교별 프로그램과 학업 수준에 따라 자체 등록금 체계를 운영하게 된다.

다만 2027년 가을부터는 학생이 알래스카주 거주자가 아니라는 이유만으로 같은 대학에서 더 높은 기본 등록금을 부과받는 제도가 사라지게 된다.
